'Harry Potter' Leaves Oscars With Nothing But A Tax Joke

Despite being nominated 12 times, the children's series has never won an Academy Award.

The only thing "Harry Potter" got during the Oscars ceremony was a joke from host Billy Crystal saying that, despite how much money the series has made in the box office, it's only had to pay 14 percent in income taxes. It certainly was a poor send-off for one of the most beloved and highest-grossing movie franchises in film history.

The series has never been honored by the Academy of Motion Picture Arts and Sciences. Sunday night's (February 26) three losses — for art direction, makeup and visual effects — brought the total number of losses to 12 for the eight films.

"Potter" star Evanna Lynch took to Twitter to express her frustration, writing, "Agggghhhh this is infuriating... Bloody muggles. #oscarfail"

"Harry Potter and the Deathly Hallows, Part 2" lost twice to "Hugo" (a fellow children's film) and once to "The Iron Lady." "Harry Potter" leading man Daniel Radcliffe gave his take on the lack of respect for the big-screen adaptation of J.K. Rowling's franchise in a recent interview.

"There's a certain amount of snobbery [in the Academy]," Radcliffe said. "It's kind of disheartening. I never thought I'd care. But it would've been nice to have some recognition, just for the hours put in."

He added, "I don't think the Oscars like commercial films, or kids' films, unless they're directed by Martin Scorsese. I was watching 'Hugo' the other day and going, 'Why was this nominated and we're not?' I was slightly miffed."

The Academy didn't even offer "Harry Potter" a series achievement award like the BAFTAs did last year. Some "Potter" fans had expected the series to be rewarded by the Academy for its many years of financial and critical acclaim the same way Peter Jackson's "Lord of the Rings" trilogy was. Unfortunately, that did not end up being the case.

Despite a lack of love from the Academy, we at MTV News decided to honor the series in this week's edition of Talk Nerdy.

PLA Spokesman: China Ready to Advance Military Ties with U.S.

15:57 GMT, February 24, 2012 BEIJING | China is ready to work with the United States to advance military-to-military links in a healthy and stable way, Defense Ministry Spokesman Geng Yansheng said Thursday.

Geng told a monthly press briefing that during Chinese Vice President Xi Jinping's official visit to the United States last week, Xi had in-depth exchanges of views with U.S. leaders and military officials on bilateral and military-to-military ties.

"This visit was of great significance to guiding the development of relations between the two countries and the two militaries," Geng said.

He said China has always placed importance on expanding military-to-military links with the United States, which he said remains one of the most important bilateral links in the world.

In recent years, the two militaries have carried out sound cooperation in the areas of high-level contact, dialogues, military records, humanitarian relief and disaster reduction, Geng said. But he said the military ties still faced certain difficulties and obstacles.

"We are ready to work with the U.S. side, by observing the principles of mutual respect, trust, equality and mutual benefits, to respect and take care of each other's core interests and major concerns, properly handle differences and controversial issues, cultivate strategic mutual trust and push forward China-U.S. military links in a healthy and stable way," Geng said. This is F1Minute - Tata Communications announce partnership with Formula One Management.

A press conference held by Tata Communications today unveiled a new partnership between the technology company and Bernie Ecclestone?s Formula One Management. The deal comes in two parts - the first involving F1.com.

Tata Communications will host the website and provide content delivery services, improving security, speed, and allow it to scale to many millions of users. The second part involves connecting up all the races around the world with fibre optic connectivity.

At first glance, the partnership looks like any other F1 and technology company hook-up, but this has the potential to change the way fans can enjoy the sport. The fibre optic plans will reduce the cost of broadcasting, and could enable content to be streamed around the world without the delay and extra costs of satellite delivery.

'Promising' pancreas cancer drug

Scientists say they may have found a new weapon against pancreatic cancer after promising early trial results of an experimental drug combination.

Giving the chemotherapy agent gemcitabine with an experimental drug called MRK003 sets off a chain of events that ultimately kills cancer cells, studies in mice show.

Patients are now testing the treatment to see if it will work for them.

The Cancer Research UK-funded trials are being carried out in Cambridge.

Father-of-two Richard Griffiths, 41, from Coventry, has been on the trial since being diagnosed with pancreatic cancer in May 2011.

"After six cycles of treatment, a scan showed the tumours had reduced and so I have continued with the treatment," he said.

"The trial gives you hope - I really feel I can do this with the science behind me."

Aggressive cancer

Cancer Research UK says it is prioritising research into pancreatic cancer because the survival rate still remains dismally low.

About 8,000 people in the UK are diagnosed with pancreatic cancer each year, and the disease is the fifth most common cause of cancer death in the UK.

Survival rates are very low in relation to other cancers, and the length of time between diagnosis and death is typically short, usually less than six months.

The most recent data for England show that about 16% of patients survive the disease beyond 12 months after diagnosis - prompting the need for new treatments.

Professor Duncan Jodrell, who is leading the trials at the University of Cambridge, said: "We're delighted that the results of this important research are now being evaluated in a clinical trial, to test whether this might be a new treatment approach for patients with pancreatic cancer, although it will be some time before we're able to say how successful this will be in patients."

In total, about 60 patients with advanced pancreatic cancer will be recruited for the first Phase I/II clinical trial.

Product Review of Leapfrog's Learn and Groove Musical Table ...

Don?t tell my husband, but to make end?s meet, my daughter?s been playing the blues in smoky, crowded bars on the East Coast since 12 months old?

What?? I?m kidding.

Really.

My kid doesn?t play in smoky bars. (She does have standards, after all.) Nor is she helping to support our family financially.

But she does play the blues in our living room? with the help of the Leapfrog Learn and Groove Musical Table.

My toddler received her ?music? table at her first birthday. At that time that she received it as a gift, she was not yet able to walk. She was just beginning to appreciate music and music-making using, mostly, items around the house that were not intended as instruments, so I knew this table would be perfect

Along with being made by the great educational toy company, Leapfrog, I was drawn to this table?s promise of 15 activities and over 40 songs and melodies.

Some other things I came to like about this table:

  • With the legs attached, my daughter could use this table to practice standing.
  • It?s musical songs and activities can be performed in English or Spanish.
  • The legs can be attached for standing toddlers or removed for infants.
  • The volume for the songs and activities on the table can easily be adjusted.
  • It can be used and appreciated by children of a variety of ages. Now that my daughter is older (24 months), she continues to use her table, though now, rather than playing the music only, she?s also interested in the words, the ABCs, and counting from 1-10.

Perhaps the only thing I don?t like about this table is that even with all of the songs and activities available, in the beginning, my toddler often had a challenging time accessing all songs and activities on her own. So without my help, I would get headaches from hearing the same trombone and songs played over and over and over and over and over again.

Would I recommend this table to other parents? Yes, I would recommend this table to parents of, particularly, younger toddlers who enjoy hearing and making music. At only $35, it?s a great toy that will serve both parents and toddlers well.

Android apps on the PlayBook won't support mobile advertising

A bit of news about Android applications on the BlackBerry PlayBook, that looks good for users but certainly won't make any developers happy -- RIM has confirmed that Android apps ported to the PlayBook won't be able to support mobile ads.  RIM is giving PlayBooks away to Android application developers who want to port their work to BlackBerry App World (the official RIM BlackBerry marketplace), so we're pretty sure they want developers to make their way over, but blocking the biggest source of revenue for them is a bit of a mistake if you ask me.  

To be fair, it could be a technical limitation.  According to Jeff Gadway, RIM Senior Brand and Market Communication specialist, the ability may be added in a later release.  RIM certainly needs all the help it can muster to pump up their brand in the eyes of consumers, and a quick influx of thousands of apps to use with the Android Player is an easy method to do just that.  I'm certain their long-term strategy will revolve around native applications designed for the BlackBerry platform, and hopefully some of the Android developers they attract will stick along for the ride.

Japanese master's son opens Belgian film festival (omg!)

BRUSSELS (Reuters) - Miyazaki, a household name to Japanese animation fans, will again be the draw at Belgium's 31st Anima festival, but it will not be the acclaimed director Hayao but his son Goro aiming to keep the family name alive in Europe.

Goro's new film "From Up On Poppy Hill" will open the Belgian festival Friday, three years after his father brought the acclaimed "Ponyo" to Brussels.

Belgium, a country which prides itself on its graphic novels and comics, most notably Tintin, is playing host to a string of animated films from China and South Korea at Anima this year, challenging Japan's traditional dominance in the medium.

"From Up On Poppy Hill" is the second film directed by Goro Miyazaki after his debut "Tales From Earthsea" received mixed reviews.

The story, written by his father, is of teenage love in 1963 Japan, a year before the Tokyo Olympics and the first running of the bullet train.

"This film is very much in the tradition of the studio," said Doris Cleven, co-director of the film festival. "It's very classical... It has a very poetic and very nostalgic theme about this period of Japan."

But the Anima festival is looking to the future with what Cleven describes as an "explosion" from South Korea and China.

European animated film production has decreased, partly due to public funding cuts prompted by a debt crisis across the Euro zone region.

The opening night of the 10-day festival reflects the focus on Asia, with seven of the 15 feature-length animated films from that region. A further 84 short films will be shown.

SPAIN, SWITZERLAND SHOWCASE

Anima received over 1,100 submissions from students and professionals.

"We receive them from all over the world and we pay a lot of attention to them because they show what's new in animation," Cleven said.

Steven De Beul, co-owner of Belgian stop-motion film company Beast Animation, is one of three judges for the Belgian short film competition.

He will also give a lecture about what do after graduating with a degree in animation. A lot of people start, he says, but there are few still working at his age, 43.

When he graduated there was just one animation studio in Brussels, so De Beul travelled abroad for experience. It can be tough to make it as an established full-time animator, even more so as a graduating student.

"The only rule is that you have to continue. Once you give up, you give up."

Despite the slight decline, European animated films are still alive and this year's Anima is showcasing Spain and Switzerland. Cleven said the two countries were examples of emerging talent.

"Chico & Rita" this year became the first Spanish film to be nominated for an Oscar in the Best Animated Feature category.

The film will be shown at Anima on February 21, five days ahead of the Academy Awards ceremony.

Ancient peoples around the world seem to have designed their sacred spaces not only for ceremonial sights, but for ceremonial sounds as well, archaeologists say.

In Peru, for example, a 3,000-year-old Andean ceremonial center's design was optimized for the blare of a priest's conch-shell trumpet. In Mexico, the Chichen Itza temple site features a staircase that can make hand claps sound like the chirp of a quetzal bird. And one of the best-known ancient monuments of all, England's Stonehenge, has a layout that's acoustically pleasing as well as astronomically significant.

The big question is, did ancient societies really have acoustics in mind when they built their monuments?


"That is a challenge," said David Lubman, a California-based acoustical scientist and consultant. Much of the evidence is circumstantial, or based on interpretations of ancient myths. But when the acoustical resonances fit so well with the purpose of a ceremonial space, it's hard to resist making a connection.

"Whether or not you have historical evidence, you have another form of evidence," said Miriam Kolar, a researcher at Stanford University's Center for Computer Research in Music and Acoustics.

Theater for the ears
Researchers discussed their efforts to unravel the mysteries of ancient acoustics today at the annual meeting of the American Association for the Advancement of Science, held in Vancouver, British Columbia.

For the past few years, Kolar and her colleagues have been focusing on Chavin de Huantar, a pre-Inca site in Peru that served as a regional religious center. People apparently came to a circular plaza to worship, and to hear an oracle's pronouncements issuing from a stone gallery.

The acoustic musicians of the Center for Computer Research in Music and Acoustics help archaeologists unravel the mysteries of the pre-Inca Chavin temple complex - and the ritual role given to the conch.

The Stanford team conducted a detailed acoustical study of the gallery's cross-shaped passageways. They found that the central duct between the gallery and the plaza would serve as an acoustic filter system, accentuating the tones produced by the priests' ceremonial conch trumpets, known as "pututus."

"There was theater going on," Kolar said. The thrilling effect of the trumpet calls and the oracle's words may well have been heightened by the psychoactive effects of the San Pedro cactus that the Chavin people consumed during their rituals.

The chirping staircase
There are theatrical touches as well at Chichen Itza, a Maya temple complex going back more than 1,000 years, Lubman said. One of the most prominent monuments is the Temple of Kukulkan, also known as El Castillo: Some researchers have argued that the temple's staircase was constructed so as to create a "feathered serpent" shadow during the spring and autumn equinoxes. Lubman says the staircase can produce an aural as well as a visual effect: When you clap your hands at just the right spot, the echo comes back sounding much like the chirp of the quetzal bird, which was sacred to the Maya.

The acoustician played an audio clip demonstrating that the bird's chirp and the clap's echo sounded remarkably similar. He speculated that a priest might have clapped his hands loudly to seek counsel from a quetzal. Worshipers would have been impressed to hear the chirp of a spectral bird, apparently coming from inside the temple. "Only priests were trained to interpret what the quetzal said," Lubman said, half-jokingly.

Lubman has been studying Chichen Itza's acoustics for more than a decade. That's such a long time that the quetzal research "should be old news," he said. "But the darn bird keeps chirping." He noted that Chichen Itza has another interesting acoustic feature: Its ball court is designed like a "whispering gallery," so that a low utterance in one corner of the court could be heard clearly in another corner.

The bottom line? Maybe the ancient Maya were more in tune with sacred sounds than we are today. "Now, many things go through our eyes before they get to our minds, but that wasn't true in the ancient world," he said.

The Stone Age and Stonehenge
Steven Waller, a researcher at California-based Rock Art Acoustics, theorized that acoustics may even have had something to do with the placement of the stones at Stonehenge, a monument that's at least 5,000 years old. "What struck me was that the layout of Stonehenge reminded me of an interference pattern," he told his AAAS audience.

Waller said he was even more intrigued when he considered the legends of ancient Britain. One legend suggests that Stonehenge was created when two pipers lured maidens into a circle with their magic tunes, and then turned them into standing stones. He noted that some of Stonehenge's monoliths are sometimes called "piper stones."

Steven Waller walks around two English flutes (recorders) to illustrate how the sound changes due to wave interference. He suggests that a similar effect might have guided the placement of stones at Stonehenge.

Could ancient acoustics have been behind some of these legends? To find out, Waller conducted an experiment in which he put blindfolds on experimental subjects and had them walk around an open field in a circle while two flutes played an identical tone (1100 Hz, or C-sharp). The sound waves from the two flutes interfered with each other in such a way that the sound alternated between loud and soft in different locations. When the walkers were asked to map out the area, they came up with a pattern of obstacles and archways much like an ancient stone circle.

"It's as if there was something blocking the sound ... a ring of invisible objects, massive objects, blocking the sound," he said.

Waller also analyzed the placements of stones at Stonehenge and other neolithic stone circles, and found the acoustic parallel he was looking for. "The pillars actually cast acoustic patterns that mirror an interference pattern," he said.

The leading hypothesis about Stonehenge is that it served as a religious center that was laid out to mark the astronomical alignments for Earth's seasons, and Waller doesn't take issue with that. "My theory doesn't necessarily conflict with the solar alignment theory," he said. But is there any evidence to show that Stonehenge's designers really did have acoustics in mind? Waller can only point to the circumstantial connections ? for example, the fact that cave paintings were often put in the locations that had the best acoustics for ceremonies, or the fact that some ancient peoples thought echoes emanated from spirits inside stones.

"They didn't know about sound waves reflecting," he said.

Waller said the important thing is to be mindful of the contributions that acoustics can make to the study of sacred spaces. Some of those spaces are already in danger of disappearing. For example, Waller worried that some of the modern-day renovations aimed at making cave paintings in France more accessible to tourists may actually destroy the acoustic qualities that led the painters to those spots in the first place.

"Nobody has been paying attention to the sounds," he said. "We've been destroying the sounds."

Updated at 7:40 p.m. ?ET: TEGUCIGALPA, Honduras -- A Honduran supreme court judge says officials have confirmed 358 dead in a? fire that tore through a prison late Tuesday,?making it the worst of its kind in at least a century.

Justice Richard Ordonez, who is leading the investigation, said that with 856 prisoners packed into barracks, the farm prison in the Comayagua province north of the capital was at double capacity.

Officials had earlier said that as many as 356 people died, but then revised the death toll lower on Wednesday afternoon. By evening, authorities confirmed 358 dead.?The local governor, a former prison employee, told reporters that an inmate called her moments before the fire and said he was going to set the 1940s-era facility on fire and kill everyone inside.

Survivors told investigators that an unidentified inmate screamed "We will all die here!" as he lit fire to his bedding late Tuesday night in the prison in the central town of Comayagua. The lockup housed people convicted of serious crimes such as homicide and armed robbery.


The blaze spread within minutes, killing about 100 inmates in their cells as firefighters struggled to find officials who had keys, Comayagua fire department spokesman Josue Garcia said. Prisons in the U.S. and other more developed nations have locks that can be released automatically in an emergency.

"We couldn't get them out because we didn't have the keys and couldn't find the guards who had them," Garcia said.

Six drowned after trying to seek refuge in a water tank inside the prison. Other prisoners were set free by guards but died from the flames or smoke as they tried to flee into the fields surrounding the facility, where prisoners grow corn and beans on a state-run farm for sale in the neighboring town. Rescuers carried shirtless, semi-conscious prisoners from the facility by their arms and legs. One hauled a victim away from the fire by piggyback.

"I saw the smoke from cell block 6 and it spread throughout the prison," said Ever Lopez, 24, who was serving time for homicide. "The other prisoners and I broke through the roof with our bare hands and fled. Thank God I'm alive."

Paola Castro, the governor of Comayagua state, said at a press conference that she had received a call several minutes before the first reports of a fire from a prisoner whom she did not name, who told her that "I will set this place on fire and we are all going to die!"

Little control inside prison
Officials have long had little control of conditions inside many Honduran prisons, where inmates have largely unfettered access to mobile phones and other contraband. A woman visiting her partner was among the victims.

Castro once worked as a secretary at the prison and is known by many inmates. She said she called the Red Cross and firefighters immediately to alert them of the danger.

Two employees of a hotel near the prison told The Associated Press that firefighters took between 20 and 30 minutes to arrive, and by then the flames had nearly subsided. The local fire chief said his men were there within 10 minutes.

A prisoner identified as Silverio Aguilar told HRN Radio that he first knew something was wrong when he heard a scream of "Fire! fire!"

"For a while, nobody listened. But after a few minutes, which seemed like an eternity, a guard appeared with keys and let us out," he said.

He said there had been 60 prisoners packed into his cell.

Some 475 people escaped and 356 are missing and presumed dead, said Hector Ivan Mejia, a spokesman for the Honduras Security Ministry. He said 21 people had been injured.

A 1930 prison fire in Ohio killed at least 320 prisoners.

Honduras has one of the world's highest rates of violent crime, and its overcrowded and dilapidated prisons have been hit by a string of deadly riots and fires in recent years. Officials have repeatedly pledged to improve conditions, only to say they don't have sufficient funds.

According to government statistics, the Comayagua prison was built in the 1940s for 400 people but held more than 800 prisoners watched over by about 100 guards.

"It's strange because the Comayagua prison has been a model of tranquility," Castro told reporters.

Honduran President Porfirio Lobo said on national television that he had suspended the country's top penal officials and said he would request international assistance in carrying out a thorough and transparent investigation.

"This is a day of profound sadness," he said.

Outraged relatives of dead inmates tried to storm the gates of the prison Wednesday morning to recover the remains of their loves ones, witnesses told The Associated Press. The crowds were driven back by police officers firing tear gas.

'We want to see the body'
Channel 5 television showed dozens of inmates' relatives hurling rocks at officers.

"We want to see the body," said Juan Martinez, whose son was reported dead. "We'll be here until we get to do that."

The prison housed people convicted of serious crimes such as murder, Danilo Orellana, director of the national prison system, told The Associated Press. The convicts are allowed to work outside, however, unlike those held in a maximum-security facility for the most dangerous prisoners in the capital.

It sits in the middle of irrigated fields and several large ponds, and appears to be comprised of eight buildings set closely together. Beyond the fields are the city streets of the town of Comayagua. A single dirt, tree-lined road leads in, passing a soccer field on the property. There is an open, dirt prison yard within the central compound.

A few blocks from the prison, Comayagua bustles with fast-food restaurants, hotels and gas stations.

Fire officials said the fire started around 10:50 p.m. Tuesday when the inmate set his bedding alight.

"Some of his cellmates said that he screamed: 'We will all die here!' And in five minutes everything burned," Orellana said. He did not identify the man or speculate about his motivation. Leonel Silva, fire chief in Comayagua, a town 90 miles (140 kilometers) north of the capital, confirmed Orellana's account to reporters on the scene.

A 2004 prison fire killed more than 100 incarcerated gang members in a state prison north of the Honduran capital. A fire a year earlier at a nearby facility killed 70 gang members. In 1994, a fire sparked by an overheated refrigerator motor in an overcrowded Honduras prison killed 103 people.

Honduran authorities have repeatedly pledged to improve conditions but human rights groups say little has been done in the country of 7.6 million people, a major transit route for drugs headed from South America to the United States.

The U.S. State Department has criticized Honduras for "harsh prison conditions" and violence against detainees.

"This is a problem that's existed for a long time and the solutions haven't been applied, but now we have to do something even though we don't have the money," Security Minister Pompeyo Bonilla told reporters.

The U.S. sent help from a base at Soto Cano Air Base, about 15 minutes away.

U.S. Military Staff Sgt. Bryan Franks said smoke was no longer visible above the city, and that his team included four vehicles made up of a 10-man medical team, security guards and firefighters.

Hundreds of relatives rushed to Santa Teresa Hospital in Comayagua state to learn the fate of their loved ones, Silva said.

Lucy Marder, chief of forensic medicine for the prosecutor's office, said she believed the death toll would rise and it would take at least three months to identify victims, some burned beyond recognition, because DNA tests will be required.

Honduras has 24 prisons, 23 for men or both genders, and one exclusively for women. In December, the total prison population was 11,846 of which 411 were women.?

"The (Justice Department's antitrust) division will not hesitate to take appropriate enforcement action to stop any anticompetitive use of SEP (standard essential patent) rights," the department said in a statement.

Google, whose Android software is the top operating system for Internet-enabled smart phones, said in August that it would buy phone-maker Motorola for its 17,000 patents and 7,500 patent applications, as it looks to compete with rivals such as Apple and defend itself and Android manufacturers in patent litigations.

The deal will give Google one of the mobile phone industry's largest patent libraries, as well as hardware manufacturing operations that will allow Google to develop its own line of smart phones.

Google, the newest major entrant to the mobile market, is already being sued for patent infringement by Oracle Corp, which is seeking up to $6 billion.

The legal battles over patents between various technology and smartphone firms has prompted the European Commission to open an investigation into legal tactics used by Samsung Electronics against Apple and whether these breach EU antitrust rules.

Google's move to buy Motorola Mobility came shortly after it tried and failed to buy Nortel's patents. The winner was an Apple-led consortium, which includes Research in Motion Ltd, Microsoft Corp, EMC Corp, Ericsson and Sony Corp, which agreed in July to pay $4.5 billion for 6,000 patents and patent applications.

Appeals court halts deportation of 7 immigrants (AP)

SAN FRANCISCO ? A San Francisco-based federal appeals court is putting the Obama administration's new immigration directive to the test by halting the deportation of seven immigrants alleged to be in the country illegally.

In a 2-1 ruling on Monday, the 9th U.S. Circuit Court of Appeals demanded the Obama administration explain whether the immigrants can avoid deportation because of two memos released last year by U.S. Immigration and Customs Enforcement director John Morton urging prosecutors to use "discretion" when deciding whether to pursue immigration cases.

Morton said prosecutors should take into account such factors as U.S. military service, criminal records, family ties and length of stay in the country when deciding whether to start formal deportation proceedings against undocumented immigrants.

The court ordered the Obama administration to make a prosecution decision on seven people in five cases by March 19. The immigrants involved all appeared to have clean criminal records and appeared to meet the criteria of the memos, the appeals court judges concluded. The identical two-paragraph order in the five cases prompted a blistering dissent from Judge Diarmuid F. O'Scannlain and charges of "judicial activism" from a prominent Republican congressman.

"The Ninth Circuit's decision to put five deportation cases on hold is an overreach of judicial authority and shows the inherent danger in the Obama administration's backdoor amnesty policies," said Rep. Lamar Smith, a Texas Republican who chairs the House's Judiciary Committee. "The Ninth Circuit has a history of legislating from the bench and now they have turned the Obama administration's prosecutorial discretion guidelines into an excuse for their judicial activism."

O'Scannlain chided Judges William Canby Jr. and Raymond Fisher for issuing an order he called an "audacious ruling" and said the judges lacked the authority to make such demands of prosecutors.

"The memoranda cited by the majority offer only internal guidance within the executive branch and squarely disclaim any suggestion that they might create any rights or benefits enforceable by the judiciary," O'Scannlain wrote.

The American Immigration Lawyers Association says a survey it conducted in November showed that ICE's 28 offices were applying the new guidelines in varying degrees, causing confusion for immigrants, their attorneys and even prosecutors handling the cases. The Association claimed that many of the offices weren't using the guidelines at all.

The Obama administration says it wants to focus deportation proceedings on gang members, criminals and others thought to be more dangerous than pregnant woman, students and long-time residents with no criminal history.

ICE officials declined comment, other than to say Wednesday that "the agency is currently working with the Department of Justice to draft an appropriate response, which will be filed in due course with the court."

WASHINGTON ? President Barack Obama's campaign is returning about $200,000 in contributions collected by family members of a Mexican casino owner who fled the U.S. after facing drug and fraud charges.

The Obama campaign says it decided to return the donations arranged by Chicago brothers Carlos Cardona and Alberto Rojas Cardona, who had begun raising money for the campaign and the Democratic National Committee last year.

The New York Times reported late Monday that the fundraisers are the brothers of casino owner Juan Jose Rojas Cardona, who skipped bail in Iowa in 1994 and has since been linked to violence and corruption in Mexico.

The campaign says it refunded the money raised by family members after the newspaper asked about the brothers' fundraising role.
